The Effect of Human Resource and Information Technology Competencies on Procurement Performance With Organizational Commitment as Mediator

This study aims to analyze the influence of human resource competency and information technology utilization on procurement performance in the Kendal Regency Government with organizational commitment as a mediating variable. This study uses a quantitative approach using Partial least squares- Structural Equation Modeling (PLS-SEM). A total of 142 civil servants were taken as samples using a saturated sampling technique. The results show that human resource competency and information technology utilization have a positive and significant influence on procurement performance. In addition, organizational commitment is proven to be able to mediate the influence of both variables on procurement performance. These findings indicate that improving employee competency and optimizing information technology can strengthen organizational commitment and encourage effective procurement performance improvements in the local government environment.
