Abstract

Today's consumers operate in an increasingly complex market and are faced with a growing amount of information as well as a more diverse range of products and services. Consumers are also more exposed to fraud, which requires greater skills and knowledge than before. Therefore, the government and producers play an increasingly important role in empowering consumers and raising consumer awareness. Law No. 8 of 1999 on Consumer Protection states that the main factor contributing to consumer weakness is the low level of consumer awareness regarding their rights. For this reason, the Consumer Protection Law is intended to serve as a strong legal foundation for the government and non-governmental consumer protection organizations to empower consumers through education and guidance. These empowerment efforts are important because it is not realistic to rely solely on business actors’ awareness, as their main principle is to maximize profit.
