The Implementation of the Triple Helix Concept and Institutional Governance in Tourism Village Development in Garut Regency

This study aims to analyze the implementation of the triple helix concept and institutional governance in the development of tourism villages in Garut Regency. Currently, there are 132 pioneering tourism villages spread across 42 sub-districts, with most of them still operating on a limited scale. The development of tourism villages is considered essential for improving local community welfare and economic growth. This study employs a qualitative approach using purposive sampling and triangulation techniques. Primary data were collected through structured interviews with informants, while secondary data were obtained from literature, journals, and relevant websites. The findings reveal that tourism village development is supported through collaboration among universities as facilitators and organizers, government institutions as regulators and providers of financial support, and private companies as technical partners in production and marketing activities. The implementation of the triple helix approach is reflected in community service programs conducted by universities and collaborative initiatives involving private companies. The study also highlights that companies can proactively establish mutually beneficial partnerships without waiting for university initiatives or government programs. Furthermore, government bureaucratic processes should be simplified, made more efficient, and supported by information technology to enable greater adaptability to field conditions while maintaining the achievement of development objectives.
